ANALISIS REGRESI DATA PANEL TERHADAP FAKTOR-FAKTOR YANG MEMPENGARUHI ANGKA PARTISIPASI SEKOLAH USIA 16-18 TAHUN DI NUSA TENGGARA TIMUR TAHUN 2017-2021

ABSTRAK
Salah satu bentuk peningkatan pemerataan layanan pendidikan berkualitas dapat dilihat dari presentase Angka Partisipasi Sekolah penduduk. Nusa Tenggara Timur (NTT) yang merupakan salah satu provinsi di Indonesia, memiliki tingkat kesenjangan yang cukup tinggi pada presentase Angka Partisipasi Sekolah di setiap kelompok usia pendidikan, terkhusus pada kelompok usia 16 – 18 tahun. Dimana pada kelompok usia ini, capaian presentase Angka Partisipasi Sekolah masih berkisar diantara 70 – 75% dibandingkan dengan kelompok usia pendidikan sebelumnya yang telah mencapai angka diatas 90% sejak tahun 2017 - 2021. Masih rendahnya Angka Partisipasi Sekolah pada kelompok usia 16 – 18 tahun di NTT diperkirakan karena adanya faktor-faktor yang mempengaruhi rendahnya Angka Partisipasi Sekolah pada kelompok usia tersebut. Faktor-faktor ini diduga merupakan kombinasi dari faktor cross-section dan faktor time-series. Sehingga, untuk mengatasi permasalahan tersebut maka metode analisis yang digunakan adalah regresi data panel. Hasil dari penelitian ini menunjukkan bahwa model estimasi terbaik yang terpilih adalah Random Effect Model (REM). Sedangkan variabel yang berpengaruh signifikan terhadap APS usia 16 – 18 tahun adalah variabel X_2 (PDRB perkapita) dengan nilai p-value sebesar 0.0113 < α sebesar 10%.

ABSTRACT
One form of increasing the equity of quality education services can be seen from the percentage of the school enrollment rate of the population. East Nusa Tenggara (NTT), which is a province in Indonesia, has a fairly high level of disparity in the percentage of school enrollment rates in each educational age group, especially in the 16-18 year age group. Where in this age group, the achievement of the percentage of school enrollment rates still ranges between 70-75% compared to the previous education age group which has achieved figures above 90% since 2017 - 2021. School enrollment rates are still low in the 16-18 year age group in NTT is thought to be due to factors that affect the low school enrollment rate in this age group. These factors are thought to be a combination of cross-sectional factors and time-series factors. So, to overcome these problems, the analytical method used is panel data regression. The results of this study indicate that the best estimation model chosen is the Random Effect Model (REM). While the variable that has a significant effect on APS aged 16-18 years is variable X2 (PDRB per capita) with a p-value of 0.0113 < α by 10%.
