ANALISIS EFEKTIFITAS ANGGARAN DANA KELURAHAN KARANGPILANG KECAMATAN KARANG PILANG KOTA SURABAYA

Didalam Penelitian ini bermaksud untuk mengetahui Keefektifan
Dana Kelurahan di Kelurahan Karangpilang, Kecamatan
Karangpilang, Kota Surabaya. Metode pengambilan data
diperoleh dengan dokumentasi, wawancara, dan quisoner.
Analisis data memakai analisis deskriptif kualitatif. Subyek
dalam penelitian terdiri dari Lurah, Sekretaris, Bendahara
Pengeluaran Pembantu, Pejabat Pelaksana Teknis Kegiatan
(PPTK), Lembaga Kemasyarakatan dan Tokoh Masyarakat
Kelurahan Karangpilang. Hasil penelitian menunjukkan bahwa
Dana Kelurahan dilaksanakan sesuai dengan peraturan yang
berlaku. Tahapan Perencanaan, Pelaksanakan,
Pertanggungjawaban dan Pemanfaatan Dana Kelurahan
menggunakan Sistem Informasi Manajemen Sumber Daya
Pemerintahan GRMS (Government Resources Management
System) aplikasi berbasis website sehingga membuat realisasi
sangat efektif sebesar 97,5 %. Hasil penelitian menyimpulkan
bahwa Dana Kelurahan sangat efektif dan bermanfaat untuk
pemberdayaan warga di Wilayah Kelurahan Karangpilang.

ABSTRACT
In this research, it is intended to determine the effectiveness of
Village Funds in Karangpilang Village, Karangpilang District,
Surabaya City. Methods of data collection obtained by
documentation, interviews, and quisoners. Data analysis used
descriptive qualitative analysis. The subjects in the study
consisted of village heads, secretaries, assistant expenditure
treasurers, activity technical implementation officials (PPTK),
social institutions and community leaders in Karangpilang
village. The results of the study show that the Kelurahan Fund is
implemented in accordance with applicable regulations. The
stages of Planning, Implementation, Accountability and
Utilization of Kelurahan Funds use a website-based application
Government Resource Management Information System GRMS
(Government Resources Management System) so that the
realization is very effective at 97.5%. The results of the study
concluded that the Kelurahan Fund was very effective and useful
for empowering residents in the Karangpilang Kelurahan Area.
